But for this to happen, the framework conditions must also be right.

As municipal umbrella and regional associations from Bavaria and Baden-Württemberg, we give a voice to more than 3000 towns and municipalities, 106 rural districts and 7 districts. The municipalities support the Commission’s approach of promoting equal living conditions in the EU through an EU strategy on the right to stay.

Local authorities i. e. the municipalities, cities, counties and districts in Bavaria and Baden-Württemberg are key players in establishing framework conditions for the supply of residential housing at the local level. They know the local conditions, challenges and needs and shape their own development. Urban development and the creation of housing are competences of the local authorities.
The municipal umbrella and regional associations from Bavaria and Baden-Württemberg support the simplification package planned by the European Commission to facilitate the creation of affordable housing. Importantly: Housing policies are implemented in the Member States. The EU must strictly respect the principle of subsidiarity.
