Enedis, the electricity distribution system operator in France, is a major contracting entity with an annual procurement volume of approximately EUR 6.3 billion, 97 % of which is sourced in Europe from more than 3 000 suppliers and service providers, around half of whom are micro, small and medium-sized enterprises. As an operator of critical infrastructure, Enedis contributes to European industrial value chains.

Enedis welcomes the proposal for an Industrial Accelerator Act, whose objectives of strengthening industrial competitiveness, accelerating decarbonisation and reinforcing the resilience of European value chains are fully aligned with the challenges facing Europes electricity system.

Enedis welcomes the review of the Renewable Energy Directive proposed by the European Commission. As the main electricity distribution system operator in France and one of the biggest in Europe, Enedis connects around 95% of France’s RES facilities to its public distribution grid. Reducing CO2 emissions must be the main driver of the “Fit for 55” Package.

The review of the renewable energy directive aims to align it with new climate objectives. Renewable energy sources play a key role to reach carbon neutrality target by 2050. Their deployment should be reinforced to achieve a climate target up to 55% of GHG reduction in 2030.

As a contracting entity making 97% of its purchases in France from 3,700 suppliers and service providers50% of which are micro, small and medium-size enterprises. Enedis plays a key role in local economic development. The company promotes responsible purchasing and incorporates environmental and social criteria that carry significant weight in its public procurement tenders.

As a leading distribution system operator in Europe, Enedis wants to express its full support to the European Commission’s objective to achieve climate neutrality by 2050. Laying out this objective in a European Climate Law is a highly welcomed initiative. Climate change is a serious concern which deserves a proper answer.

Enedis, France’s main electric DSO, believes energy efficiency first (EE1st) principle must be combined with a GHG emission reduction priority. It shall also adopt a holistic vision aiming at wide environmental, economic and societal benefits. Enedis already works towards more energy-saving practices.

Enedis understands the Commission’s willingness to evaluate EU energy efficiency directive to align it with new climate objectives. Energy efficiency is one of the best lever to reduce GHG emissions and to reach ambitious European climate targets. However, it is also necessary to emphasise the risk of over-regulation.

Should the definition of “product and associated services” apply to electricity smart meters, Enedis would like to insist on its commitment to make energy consumption and generation data available to users.

Enedis, the main electricity DSO in France, has always been committed to reduce its GHG emissions especially through new equipment purchase adopting a strong and voluntary policy on shifting progressively, and following a positive robust assessment of existing solutions, to SF6-free equipment. Starting from 2021, Enedis’ new medium voltage switchgears in primary substations are SF6-free solutions.
