EDP welcomes this initiative by the European Commission. The Implementing Regulation draft appears to be primarily designed around individual operators and does not specifically address common situations in large corporate groups operating across several Member States, carrying out centralised procurement, or managing compliance obligations through shared corporate services.

EDP welcomes the opportunity to contribute to the discussion on the EU Public Procurement Directives. One of the main challenges in procurement processes stems from additional requirements imposed at the Member State level, resulting in overly prescriptive rules that go beyond the Directives' intent.

EDP recognizes the importance of this initiative and fully supports the underlying objectives of the EU Climate Law. Global action is key to achieve the Paris Agreement goals and the EU must be a role model, driving increased climate protection inside and outside its borders. We support the 2040 climate target, as well as the decarbonization of the energy system by setting ambitious renewable energy targets.

EDP welcomes the provisions on renewables acceleration areas in the revised RED and the EC commitment to accelerate the transposition of the new permitting legal framework and the implementation of such areas. To achieve 2030 renewable energy targets, the EU shall essentially double wind and PV installed capacity.

EDP appreciates the European Commission (EC) opportunity to provide feedback on the products, components and waste streams with a high potential to recover critical raw materials (CRM): -Sectors with high Critical Raw Material (CRM) intensity should be prioritized in the identification of specific waste streams and end-of-life products.

To ensure effective implementation, EDP highlights three key considerations: First, harmonisation across Member States is essential to avoid fragmentation and ensure consistent EU-wide criteria, preventing the emergence of 27 divergent national rules.
