First of all, the new WFD must include waste prevention targets and its implementation should be properly monitored. Romania’s case is known around the EU, strategies, master plans and even EU Directives are adopted or transposed in national legislation, but enforcement lacks. Without prevention targets, the focus will be continuously on recycling and the waste pyramid ignored.
