E-REDES considers that there is room for improvement of these Directives so as to simplify and further harmonize their implementation across the EU, remove existing barriers in the procurement procedures and ensure coherence between general and sectoral rules, namely by: A. The Directive 2014/32/EU on measuring instruments (the Measuring Instruments Directive, or MID) was adopted in 2014 to replace Directive 2004/22/EC and seeks to harmonise various types of measuring instruments across the EU. However, its scope and associated essential requirements have remained almost unchanged for more than 20 years.

We consider that the MID directive can be further improved to: 1) Introduce additional requirements (reactive, clock, firmware upgrades and consequent recertifications) for smart meters based on existing standards; 2) Include procedures for assessing the lifetime of EMIs; 3) Enable the presentation of measurement results on a platform or system through a metrologically controlled remote channel; 4) Ensure that the…
