the portal (belgian partal) is absolutely not user friendly. It is not clear which fields need to be filled, and error messages are only understandable by the programmers. A usability study and implemntation of basic user friendly interface would promote the use of the portal very much. Of course, the ever changing rules and regulations make maintenance difficult
