This is unmanageable for small enterprises and will significantly affect the economies of all EU countries and trade between the EU and external countries. A more onerous and convoluted approach to business is hard to imagine. If the EU is about unity why not come up with a frictionless unified approach that actually makes business easier? Please re-think this it's crazy.
