Since the introduction of the European public procurement directives, contracts awarded by municipalities for youth and social support (social field) are subject to European public procurement rules if their value exceeds certain thresholds. As a result, municipalities must also follow formal procurement procedures (with transparency, competition, etc.) when providing care and support.
