The European Green Deal presents an impressive accomplishment. However, it fell short from breaking decisively with the fossil fuel status quo and fully addressing the climate crisis and other worsening global crises to which it is systemically linked. Europe must build on the core climate and energy achievements of the European Green Deal in the legal framework after 2030 on renewable energy.

The Cool Heating Coalition, representing civil society on decarbonised heating and cooling, welcomes the Commissions initiative on climate resilience and risk management. With temperatures in Europe steadily rising, access to cooling is becoming an essential service for all EU citizens.

The Cool Heating Coalition, the civil society voice on heating and cooling (H&C), sees accelerated electrification as the best path towards a prosperous, competitive and resilient Europe. To reach Europes emissions targets under the Paris Agreement, at least 60% of the energy used in buildings must be electrified by 2040. Accelerating the transition to clean, renewable electricity in the H&C sector will lead to: 1.

The Cool Heating Coalition (CHC) welcomes the European Commissions call for evidence regarding the guidance on the application of the 'do no significant harm' (DNSH) principle under the 2028-2034 Multiannual Financial Framework (MFF). CHC is dedicated to achieving renewable, sustainable, and affordable heating and cooling for all by 2040.

The Cool Heating Coalition, the civil society voice on heating and cooling (H&C), would like to present its recommendations for the H&C Strategy that we believe will bring the EU closer to seizing the full benefits of clean H&C such as: 1. greater energy security by reducing geopolitical dependencies, 2. more affordable energy for consumers, 3. improved air quality, 4. decreased GHG emissions and 5.

The Cool Heating Coalition, the civil society voice on heating and cooling, supports the update to the pathway values for biomass. We want to further highlight the opportunity to shift to healthier homes and improved land use. Research by the Joint Research Centre concludes that biomass for space heating has "detrimental effect on air quality" , both inside our homes and outdoors.

Though we are in a rapidly changing geopolitical and technological context, the developments we are seeing only serve to confirm the fundamental insight that renewables and efficiency are the best path towards a prosperous, competitive and resilient Europe.
