With this in mind, CLER — Energy Transition Network proposes its contribution to the revised Energy Performance of Buildings Directive (EPBD) proposal.

To comply with the Paris Agreement, the EU should reduce greenhouse gas emissions by 65% by 2030. This requires higher binding energy targets (at least 45% for energy efficiency and 50% for renewable energy) and to at least triple the current annual rate of energy renovations, increasing significantly their depth and moving towards a fully renewables-based energy supply.
The draft revision of the Construction Products Regulation was published at the end of March 2022 by the European Commission, with negotiations now to last until at least 2023. CLER — Energy Transition Network proposes its contribution to this draft text, which has the potential to contribute to reducing environmental impacts throughout the life cycle of buildings, including carbon emissions.

First, the deep thermal renovation of buildings needs to be accelerated much more vigorously and become an absolute priority for the EU and the Member States. Local biogas production is also a route to be developed.
