The City of Stockholm has high ambitions in the field of environment and climate action. The city’s budget, environmental programmes and climate action plan stress the need to reduce consumption-based emissions, in particular from construction, food, IT equipment and textiles. The aim is not only to reduce own emissions, but also to contribute to the sustainable use of resources and circular flows.

As previously noted, the City of Stockholm fully supports the Commission’s goal to increase the 2030 EU emission reductions target to at least 55%. Accelerating the transition towards renewable energy will be vital in this context.

The City of Stockholm welcomes the regulation laying down harmonised rules on artificial intelligence and amending certain union legislative acts. However, certain concerns arise with the current proposal for the Artificial Intelligence Act: 1. There is a need to clearly specify which types of legal requirements that are mandatory for the different authorities, organisations and companies (etc) concerned. 2.
Regarding energy efficiency improvements in buildings, we would like to reiterate that: - individual metering and billing must remain voluntary in countries where rent includes heating costs. A mandatory requirement would be disproportionate in the context of our housing market, and move the incentive for energetic improvements from owners to tenants.
The City of Stockholm wishes to highlight the following aspects. In order for the education system to be able to respond to the opportunities and challenges posed by developments in artificial intelligence, several basic prerequisites need to be strengthened at European, national and local level.

Digitalization will in the longer run bring about increased efficiency and productivity. Good data management is a prerequisite to bringing about this change and in creating an up-to date EU digital alternative where EU law prevails. In this context the City of Stockholm welcomes the Data Governance Act and the EUs high ambitions concerning digitalization.
The City of Stockholm welcomes the Housing Simplification Package. Stockholm needs around 5,000 housing starts per year but currently reaches about 2,500 due to legal, financial and structural challenges. Stockholm strongly supports the ambition and objectives set out in EU climate, energy and environmental law.
As previously noted, the City of Stockholm fully supports the goals of the European green deal, and the ambition to steer the EU towards zero pollution. Tackling remaining sources of pollution in the water sector are vital in this context.

The City of Stockholm welcomes the opportunity to comment on the upcoming EU legislation on quality jobs. Stockholm City wishes to start by pointing out that there is already extensive regulation in the field of labour law at both EU and national level in the form of both legislation and collective agreements. The existing regulatory frameworks contain balanced rules and meet the needs.

The proposal aims to offer a high level of security for the users. The City of Stockholm agrees with the view that users need to have enhanced control over their personal data. Today there is a great number of established services that provides the user to share and re-use login credentials, but it is often difficult for the user to assess how their personal data will be used and which conditions apply.
The City of Stockholm’s feedback to the EU consultation on the 2030 Policy Programme “Path to the Digital Decade”: The City of Stockholm’s vision for 2040 states that Stockholm is the most connected city in the world and one of the cities in the world that has made the best use of digitalisation.
