CCOO del Hábitat welcomes the Commission’s draft Regulation on CBAM as a significant step in creating a level playing field between EU and non-EU cement producers. The European cement industry is exposed to carbon leakage both at the EU’s land borders and ports. Clinker produced in non-ETS countries will become increasingly competitive, if these countries do not incur the same level of CO2 costs.
