The Bio-based Industries Consortium (BIC) has over 350 industry members, of which 80% are SME (including 50+ start-ups). Our members come from different sectors across the bio-based value chain. BIC has also over 250 association members, including universities and RTOs. The BIC input below follows a consultation from members who would benefit from a the 28th regime.
The Bio-based industries Consortium (BIC) welcomes the EU Commissions consultation on the revision of the EU Public Procurement Directives. As outlined in the EU bioeconomy strategy (November 2025), public procurement can enable the creation of lead markets.
1. Expand the scope of the Biotech Act - In March 2024, the European Commission sent a strong signal to the bio-based industries with the publication of the Communication on Boosting Biotechnology and Biomanufacturing in the EU. - The EU biotech Act should build on that vision to accelerate the pathway to technology, including biotechnology, and biomanufacturing at scale.
The Bio-based Industries Consortium (BIC) is a non-profit organisation representing the private sector in the Circular Bio-Based Europe Joint Undertaking (CBE JU). BIC's 350+ Industry Members cover the whole value chain, from primary production to market, across sectors including agriculture and agri-food, bio-based chemicals, bio-based materials, forestry, pulp and paper, and waste management.
