The Free State of Bavaria broadly welcomes the European Commissions draft for a European Chips Act 2.0. From an industrial policy perspective, it is of central importance to advance microelectronics in Europe at all levels. The integration of the ECA 2.0 into the context of the Tech Sovereignty Package is appropriate.
Bavaria is one of Europes most important semiconductor regions, with a focus on chip design, and is also a strong user location. A revised version of the European Chips Act (ECA) is expressly welcomed; however, the following points should be taken into account: ECA 2.0 should address the entire value chainfrom materials and chip design (including tools for chip design) to the printed circuit board.
New rules on the safe, secure and sustainable use of space should be limited to what is necessary and proportionate. In parallel, research on the environmental impact of space and the development of new sustainable technologies should be further pursued. Start-ups and SMEs shape the New Space market. Research institutions and universities are also important space actors.
