This year France celebrated 20 years since the adoption of the French national legislation (Article L. 1425-1 CGCT), which enabled our local and regional authorities to become a ‘telecommunications network operator’. This provision initially enabled the deployment of first-generation Public Initiative Networks (1G IPM, see specific annex).
