Counts here are a floor, never a total: they cover the 326 consultation files tracked so far (29,503 submissions, mostly 2025–26), so an organization's real filing history is larger, not smaller.
AVICCA filed 2 positions between 28 Jun 2024 and 10 Jul 2025, across 2 of the 326 legislative files tracked here, attaching a full position paper 2 times.

This year France celebrated 20 years since the adoption of the French national legislation (Article L. 1425-1 CGCT), which enabled our local and regional authorities to become a ‘telecommunications network operator’. This provision initially enabled the deployment of first-generation Public Initiative Networks (1G IPM, see specific annex).
