VVSG does not see the added value of including the incineration of municipal waste under the ETS. Placing the incineration of municipal waste under the EU ETS would have a strong cost-increasing effect on the incineration of the residual household waste of all Flemish municipalities, while the effectiveness of this policy measure has not been proven.

We welcome the fact that the calculation method also includes caps and sleeves, as well as the correction for exports. This ensures that only what is actually placed on the national market is taken into account. The current text places chemical recycling on the same level as mechanical recycling.
Interafval is the partnership of the Association of Flemish Cities and Municipalities (VVSG vzw), all the Flemish intermunicipal waste organizations and other local authorities that are responsible for local waste policy. We appreciate the opportunity to give feedback on the draft EU calculation rules on separate collection of single-use plastic bottles.
In October 2025, 21 Flemish intermunicipal waste companies conducted a one-month monitoring exercise to count the number of nitrous oxide canisters collected at recycling centres. Wherever possible, these figures were supplemented with data from municipal services and police authorities.
