AEA supports a comprehensive Circular Economy Act that unlocks both supply and demand for verifiable, high-quality secondary materials and addresses single-market fragmentation for waste and secondary raw materials. Alongside the announced flagship on e-waste, the Act should explicitly prioritise construction and demolition waste (CDW) within the single-market pillar.

The Spanish Aluminium Association strongly request a detailed analysis of the implications of CBAM and its implementation for the European aluminium industry, taking into consideration the declaration of aluminium as a critical raw material for the EU, the Steel and Metals Action Plan, and the dependance of primary aluminium imports to maintain the industrial capacity of the European aluminium sector,

AEA strongly supports an urgent EU trade measure on aluminium scrap exports to address severe shortages driven by surging exports and third-country distortions (export bans, subsidies, low standards in India, China, etc.), together with rising prices of aluminium scrap.

The Spanish Aluminium Association, AEA, acknowledges the Commission's efforts to establish a harmonised and secure framework for the sale and repurchase of CBAM certificates. However, this Delegated Regulation also marks the final operational step towards the full financial implementation of the CBAM without addressing the structural concerns repeatedly raised by the European aluminium industry.
