Although the ORs are mentioned in the Commission’s proposal for a regulation establishing the European Competitiveness Fund, they do not appear in the articles on health, biotechnologies, agriculture and the bioeconomy, when agriculture and fisheries are a pillar of the economy of these regions. The reference to Article 349 TFEU should also be clarified in the legal basis.
