Arkema recognises the need of a strong carbon price architecture and supports the objective of the ETS directive to unlock decarbonisation investments in a cost-effective manner. We welcome positively the simplification ambition of the European Commission and stress the need to have a flexible and pragmatic climate policy, considering the current technological, economic and geopolitical reality.
Arkema underlines the significant methodological issues of comparability and replicability for the setting of the fallback "heat" benchmark, leading to a maximum reduction of -50% compared to the initial benchmark value of phase III and -34% compared to to the benchmark value of phase IV.1.
Arkema supports the Biotech Act II as a mean to support a clear and strong commitment from the EU to support its bio-based materials and chemicals industrial base, both for mature and developing productions.
