The construction and building sector have huge potential in terms of resource savings and waste reduction. Action must be taken urgently to apply circular economy principles in these sectors, and architecture has a crucial role to play here.

Public procurement represents a major lever for public investment and must be made more efficient through simplification, legal coherence and digitalisation. The current framework remains overly complex, fragmented and burdensome, particularly for local authorities and SMEs, including architectural practices.

The Architects Council of Europe (ACE) is the representative organisation for the architectural profession at European level. Through its 52 Member Organisations, ACE represents the interests of over half a million architects from 36 countries in Europe. Effectiveness - The Public Procurement Directive (PPD) allows for price competition at the expense of quality.

On behalf of the Architects Council of Europe - the representative organisation of the architectural profession at European level we would like to share the following feedback. Architecture occupies a distinct position within the CCS.

Delivering the Renovation Wave strategy’s ambitions while addressing the Climate and Biosphere Emergency at the same time, requires changes to the EPBD. The document attached presents the main recommendations of the Architects’ Council of Europe (ACE) to tackle the problems identified in the EPBD inception Impact Assessment. In summary, the ACE recommends: 1.

The ACE represents over 500,000 architects from 36 European countries (including all EU Member States) through 53 Member Organisations, plus observers and special status members (e.g., UK, Switzerland, Norway). ACE welcomes the skills portability initiative to boost the internal market and EU competitiveness.

As the representative body of the architectural profession in Europe, the Architects' Council of Europe (ACE) stresses that architects are essential partners in delivering housing that is affordable, inclusive, sustainable, and of high quality. Tackling Europes housing shortage requires more than increasing supply: without long-term vision and design quality, short-term solutions risk becoming structural failures.

The Architects Council of Europe (ACE), representing over 600,000 architects across Europe, welcomes the Commissions intention to adopt a Housing Simplification Package. ACE recalls that regulatory simplification must strictly avoid deregulation or a lowering of safety, environmental, and spatial standards.

The most obvious example of legislation that duplicates existing measures is the Proportionality Test Directive (PTD), given that - Article 59.3, Professional Qualifications Directive (PQD) contains requirements relating to transparency; restrictions on access to professions are required to be (a) non-discriminatory, (b) justified by overriding reasons of general interest, (c) proportionate - suitable for attaining…

The Architects Council of Europe (ACE) is the representative organisation for the architectural profession at European level. According to the ACE Sector Study, there is every reason to believe that the potential of mobility within the EU is strong, provided that architects can find adequate support. Architectural services are already among the most open and liberalised professional services in the Single Market.
