Therefore, the revision of the Directive is also a useful tool to help achieve the climate objectives set, but cannot be the only instrument to be used for the decarbonisation of buildings and buildings planned for 2050.

A sustainable plan for social housing is the real priority of today. According to the Ance Study Centre’s estimate of accessibility to the home, it is no longer only poor sections of the population who are unable to afford a home. It is unsustainable for 10 million households to buy their homes in large urban centres.

ANCE welcomes the European Commissions initiative on the Housing Simplification Package. It is considered essential that simplification measures help facilitate affordable housing delivery while safeguarding the economic and financial viability of housing projects, and fair competition. The observations concern procurement, VAT and environmental legislation.
The Committee considers it important to point out that the principle of proportionality should be explicitly laid down in the application of the DNSH principle, making it clear that the related requirements are calibrated according to the size, complexity and impact of the intervention to be carried out.

The ANCE position paper on the post-2030 European energy efficiency regulatory framework highlights the central role of the construction sector in the energy transition: responsible for around 40 % of energy consumption and 36 % of CO emissions, it is a decisive lever for decarbonisation. In Italy, the ageing of the building stock makes it even more urgent to take action on energy retrofitting.
