All Digital is a pan-European association representing 118 organisations across 31 countries, connecting digital competence centres and other education and training providers working directly with learners, educators and communities. In 2025, our network supported around 2.5 million people.

In 2025, our network supported around 2.5 million people, including many at risk of digital and social exclusion. We respond to this Call for Evidence from the perspective of grassroots organisations that help ensure quality education reaches those most at risk of being left behind.

All Digital welcomes the Cyber Resilience Act as a key step towards strengthening Europe's digital security and resilience. Based on our work with a wide network of organisations and digital competence centres across Europe, we emphasise that cybersecurity must be approached not only as a technical issue, but also as a skills and inclusion challenge.
