The non-EU carbon tax calculation mechanisms might differ from those in Europe. In addition, many countries still do not apply this tax. Suppliers may not provide them to the importer or use false documentation. In this case, there would be a need for a harmonised system for calculating emissions at global level, but unfortunately hardly applicable.

Adjustment of the obligation to surrender CBAM certificates to take account of ETS free allowances phase-outfiled 24 Sept 2025source

The 2 elements for calculating the CBAM price and understanding the impact it will have on an organisation have not yet been published 3 months after the start of the mandatory reporting period, i.e. the ‘CBAM benchmarks’ and the carbon price. Without this information, the prior calculation of the costs to be incurred by importers is at least impossible.
