Regulation (EU) 2019/631 sets CO2 performance standards for new passenger cars and light commercial vehicles, in force since 2020. It imposes EU fleet-wide targets: 95 g/km for cars and 147 g/km for vans from 2020, a 15% reduction from 2025, 55%/50% from 2030, and 100% from 2035. Manufacturers exceeding targets pay an excess emissions premium of EUR 95 per g/km per vehicle.
