Directive (EU) 2019/2162 sets harmonized rules for issuing covered bonds and for covered bond public supervision, requiring credit institutions to obtain permission per covered bond programme. Member States had to apply national transposing measures from 8 July 2022. It covers cover pool eligibility, segregation, liquidity buffers and the 'European Covered Bond' label.
