GeneratedDirective 2004/8/EC creates a framework to promote high-efficiency cogeneration (CHP) based on useful heat demand and primary energy savings in the internal energy market. Member States had to transpose it by 21 February 2006. It requires guarantees of origin for electricity from high-efficiency cogeneration, national potential analyses, and reporting on support schemes.
