Trans-European energy infrastructure

We would like to share our feedback on the revised version of the Trans-European Networks for Energy (TEN-E) Regulation with reference to the exclusion of CO2 storage and CO2 transport modalities other than pipelines from its scope. Despite ongoing efforts by a number of stakeholder groups including NGOs and industry, the current proposal from the European Commission does not include these two key elements.

New Energy Coalition (NEC hereafter) welcomes the request of the European Commission to be able to give comments on the draft revised TEN-E Regulation. New Energy Coalition is active in the development of the first European Hydrogen Valley in the North Netherlands, and projects focussed on the production, transport and utilization of green Hydrogen in industry, built environment, mobility and grid balancing.

The TEN-E regulation represents a pivotal instrument to complete the internal market for gas and to provide secure, affordable and sustainable energy to consumers, together with its offshoots such as the PCI or CEF. The TEN-E has helped improve market integration thereby bringing lower spreads in Europe.

Gas Infrastructure Europe (GIE) welcomes the European Commission’s (EC) proposal for the revision of the TEN-E regulation and the inclusion of renewable and low-carbon gas infrastructure projects in the revised TEN-E. We believe that the EC’s approach should be effectively geared towards technology-neutrality and a full life cycle analysis of all sources and vectors of energy.

The EU and its leaders are in the process of committing to making Europe the first climate-neutral continent by 2050. As group of TSOs in the electricity sector, we share this ambition and are committed to delivering our share and are ready to accelerate our efforts to reach the targets. On 15 December, the European Commission published its revised TEN-E Regulation in line with the Green Deal.

Scope of TEN-E TEN-E is a regulation regarding infrastructure that gives advantages such as accelerated permit granting, certain regulatory measures, and possibility to EU financial assistance. We believe the main object of the revised TEN-E regulation should be to regulate infrastructure with cross-border effects.

The deployment of electricity interconnections is a powerful tool for European solidarity, contributing to improving security of supply and reducing the carbon footprint of electricity consumed in Europe, maximising the use of low variable capacity that is also the least carbon-free (renewable and nuclear).

Achieving this target will require swift actions from all sectors across society. European legislation and policies need to become aligned with the raised ambitions. Central Europe Energy Partners (CEEP) welcomes the initiative to revise the guidelines for trans-European Energy infrastructure. This regulation has been crucial for better integration of European energy markets. Particularly in Central and Eastern Europe it has allowed, via PCI process and CEF funding, to plan, build and operate number of projects which contribute to the development on internal energy market.

A strongly interconnected European transmission system is fundamental for the integration of different energy sectors to enable their contributions to the EU 2030 targets and climate neutrality by 2050. ENTSO-E welcomes the revision of the TEN-E Regulation to align it with CEP requirements and EU decarbonisation objectives.

Thanks to decreasing costs and scalability, solar will be at the core of the future European energy system: solar PV is set to represent more than 60% of Europe’s total electricity generation according to Lappeenranta University and SolarPower Europe’s 100% renewable energy system scenarios .
