An overriding objective of fisheries policy should be to avoid collapses of important stocks. All other objectives are dependent on that. This objective might be said to be implicit in EU fisheries policy. But it is unstated and there is little discussion of the risks involved in different policy alternatives. This has practical importance.

Fishing opportunities for 2027 must follow scientific advice, the precautionary principle and an ecosystem-based approach. Short-term economic pressure should not justify catch limits that delay stock recovery. Where scientific evidence is uncertain or data are insufficient, fishing mortality should be reduced rather than assuming that continued exploitation is safe.
