The existence of agricultural companies (which are primary agricultural producers) is threatened by the provisions of the EU’s CAP post-2027, which provide for a reduction in payments. Companies employ people living in rural areas. On average, they have only 30 ha of land per worker. This is equivalent to the number of small farms benefiting from the redistributive payment.

According to several studies, a significant number of people would like to stay or return to their place of origin at some point in their lives. In Northern Ostrobothnia and Kainuu this is reflected in everyday life: for example, many return from Oulu’s urban area or southerly back to their home municipality as life changes, and more and more people combine work and living between two places.

A scheme for the creation and development of farmers’ cooperatives. Agricultural Cooperatives in Europe is a strong consolidated sector with more than 22 thousand entities. Rural peripheries outside the capital city areas of Eastern European countries are almost all the demographic losers of the freedom of mobilisation or, if they so wish, of forced migration, either to a centre in the country or to western Europe. We submit, as evidence, the report "Dialogues on the Future of Latvia: Latvia in 2050," a summary of citizens' views on the country's future gathered from a series of meetings in spring 2025. These meetings were held across Latvia using the dialogue circles method. Participants stressed the importance of our regions and their desire to live in a country where rural areas remain populated.
On behalf of the Office, we view the initiative positively. However, we would like to submit two comments: Comment No. 1 Social Exclusion as a Factor of Regional Development: We propose adding social exclusion, long-term poverty, and unequal access to public services among the factors influencing residents ability to remain in their region.

Vallalta Regenerativa is a community-led initiative located in the Vallalta valley, in the Maresme region of Catalonia, Spain. While situated less than an hour from Barcelona, the territory faces many of the challenges that the European Union seeks to address through the "Right to Stay Strategy: Your Region, Your Future". One of the most significant challenges is the gradual erosion of local economic opportunities.

Youth have the right to stay or to move from rural areas. However, where is the attractiveness and the innovation to keep youth entrepreneurship in place? A cooperation between industry and rural /farming/ forest labour would be a good support to counterbalance the periodic lack of workers in many activities in rural areas.
LEADER/CLLD as a practical engine for the Right to Stay The Right to Stay cannot be achieved through top-down planning alone. It requires place-based, community-led and long-term solutions that respond to the real needs of people and territories. This is exactly what LEADER/CLLD has been delivering across Europe for more than 30 years.
I fully agree with and strongly support the background document accompanying this initiative on the right of regions to ensure the possibility for people to remain in the territories they consider their home. This principle should be fully reflected in the design of future European funding frameworks and in all regulations governing EU funds.

The practice of competitive systems shows that agricultural advisory bodies are very rarely explicitly mentioned as eligible beneficiaries in the call documentation, even though they carry out activities in line with the objectives of EU public policies, in particular in the fields of environmental protection, education, climate change adaptation, local development or the activation of rural communities.

Research and education ecosystems play a fundamental role in driving innovation and competitiveness in remote, rural and border regions; advanced connectivity is a prerequisite to achieve this.
This European Union initiative is very important and timely, as it aims to reduce regional disparities and support areas facing economic decline, depopulation and limited development opportunities. We fully agree that everyone must be able to live, work and thrive in the place they call their home, rather than being forced to move because of a lack of jobs, quality education, healthcare or basic infrastructure.

From the perspective of a local development agency operating in a small rural town in Croatia, we believe that the right to stay means the possibility to build a secure and meaningful life within ones own community.
Rural development needs financial stability – special attention should be paid to the eastern German Länder. Much has been achieved, but in the current political situation there is an urgent need to continue funding in order not to lose the laborious successes.

Contribution to the Right to Stay Strategy experience from the Prešov Self-Governing Region, Slovakia Prešov Self-Governing Region represents an example of a region facing a long-term combination of positive natural population growth and persistent negative migration balance.
The main challenges facing the outermost regions are access to transport and to high-quality and cheap housing, and a lack of jobs. To tackle depopulation and strengthen the development capacity of rural areas, integrated action is needed across a number of key areas: services, employment, taxation, family policies, integration and local governance. Services are a top priority, particularly education and social and health care services.
It shall be decided how LEADER and CLLD can be applied harmoniously for the in avour of the rural areas. In the new NRPP rules it is not clear what does LEADER and what CLLD, why are they different, why there is not a single regulation for community based supports and why they do not receive a dedicated fund from NRPP, outside the CAP ringfenced budget.
In the process of preparing our Autonomous Community Law on the Demographic Challenge, Cantabria would like to add one idea to this consultation: depopulation is not the cause, it is the symptom. People do not leave their villages by caprilla; they go because they find themselves better able to sustain a life project.
