The German Farmers’ Association welcomes the European Commission’s initiative to remove the obligation to register plant protection products in the geospatial application. The current regime creates significant additional costs and commits resources without creating any discernible added value for the environment or administration.

Geospatial traceability is a key element in moving towards risk-based inspection models and remote monitoring. Waiving these data in the geospatial application would limit the potential for remote sensing, advanced analysis and automation that the Commission itself promotes under the CAP.

Under the proposal to simplify the common agricultural policy, this initiative aims to reduce the administrative burden for farmers by removing the obligation to record plant protection products in the geospatial application. However, farmers will still need to keep records of the use of plant protection products (in digital or paper form).

Copa and Cogeca welcome the initiative to remove the obligation to record plant protection products in the Geospatial Aid Application. This has been a key demand of Copa and Cogeca from the very start of discussions on the Implementing Regulation 2022/1173. This change will bring the much-needed simplification to aid application and management.

It makes no sense not to relate plant protection products to geospatial information; it may help initially not to have the register geospatially, but in the long run it is absolutely necessary for the future of the sector and its improvement. In our case, every year the cooperative improves its performance thanks to the automatisations we have gradually carried out, and this will be the next one we will implement.

As a technician in a cooperative of more than 300 members, I am tired that the farmer thinks that agricultural technicians have to manage all the information. I am in favour of digital plant protection products and their incorporation so that the farmer starts gradually digitalising. If we do not move forward with the transformation of the sector, we will be trapped in the past.

Digitalisation has helped all sectors to significantly increase their cost-effectiveness, performance and speed. We are aware that the agricultural sector is an ageing sector, but that is not why its digitalisation should be halted. The use of plant protection products digitally in a geo-spatial environment would greatly help to increase the recognition of potential present and future problems.

Dear Sir/Madam, thank you for considering this proposal. Unfortunately, we note that there are still a lot of obligations that could be implemented together with this simplification. We would like to raise the bar in order to achieve administrative simplification up to the level of the individual farm. This proposal does not yet address this.

This is an initiative in the right direction, it makes no sense, in my view, to further collapse the process of processing CAP aid with redundant and non-key information in the application process. The single application (geo-spatial application) is a complex and delicate procedure that cannot be overloaded with information that is not essential for the management of CAP aid.

This simplification has been one of the constant demands on European and national mobilisation in the sector, resulting in the fact that the only administrative simplifications that have been implemented so far concern non-professional farmers who do not reach 10 ha, and therefore a reduction in the number of checks to be carried out by the administration.
