The single criterion of GDP per capita (PPS) at NUTS 2 level, currently used to delineate assisted areas under Article 107(3)(a) and (c) TFEU, does not capture the structural disadvantages specific to carbon-intensive regions.
The ratio of GDP per capita to the EU average is an appropriate and well-established baseline indicator for determining the level of development of regions and their eligibility for regional aid. It ensures that funding is primarily directed toward the most disadvantaged regions, while also providing a transparent and comparable framework for classification.
As a representative of the Białystok University of Technology, a scientific and research institution closely integrated with the regional business sector, I feel obliged to unequivocally support the voice of the Podlaskie region’s business community.

Equal treatment of the South Karelia region among the EUs external border regions in the state aid map City of Lappeenranta takes this opportunity to provide feedback on the Commissions initiative on regional state aid maps from 2028 onwards. Lappeenranta locates in The South Karelia region, which is located at the EUs eastern external border in Finland.
Point 48 of the Guidelines requires beneficiaries to provide a minimum own contribution of 25% of the eligible investment costs, free of any public support. This provision creates an internal inconsistency within the Guidelines, as it effectively limits the maximum aid intensities established in other sections of the same document. In particular, for a regions, the Guidelines allow for high maximum aid intensities.

Accurate and uptodate data is essential for ensuring that regional aid supports cohesion and addresses real disparities within Member States. In the Finnish context, however, the interaction between the statistical update and the current framework raises several structural issues.
The Greek authorities consider that it is necessary, as a first step, to increase the maximum population coverage rate for ‘a’ and ‘c’ areas from 48 % to 50 %, also due to the international context. Furthermore, it is considered appropriate that the definition of the areas to be included in the Regional Aid Map should not be based solely on GDP data.

Key problem: The current system of regional aid allocation is mainly based on GDP per capita, which does not reflect the real structural challenges of regions undergoing economic transformation. When preparing the new regional aid maps for 20282034, it is essential to take into account the specific situation of the Warmińsko-Mazurskie region. Although the region recorded significant GDP growth in 20202024, it remains one of the least prosperous areas both in Poland and the European Union.

On the basis of the Regional Aid Guidelines, EU countries can grant regional aid in assisted areas in the EU, identified in a regional aid map and in line with the conditions set out in these guidelines. First, it is essential to maintain or even extend the coverage of eligible areas.
