A key improvement is that full passenger rights reimbursement, re-routing, assistance, and compensation would apply to all journeys sold as a single ticket, provided minimum connection times are respected.

As highlighted in our February 2026 position paper, The Great Rail Ticket Unbundling, this reform is strongly supported by a significant part of the rail sector and by passenger organisations as an essential means of facilitating international and multi-leg rail journeys.

EU rail passenger rights apply to individual tickets and through-tickets, but not generally when tickets for a journey with connections are bought in a single transaction on a digital platform. While such tickets may sometimes be through-tickets or come with contractual protection, this is not guaranteed.

The European Commission (EC) presented on 13 May the EU Single Ticketing Package, a legislative package to simplify travel planning and booking, especially for journeys involving multiple rail operators, improve passenger protection in these cases and ensure a fair relationship between ticket booking platforms and transport operators.
ANWB is the largest association on mobility in the Netherlands with more than 5.4 million members. Having regard to the interests of other passengers on the road and in the air, we have limited our feedback to a numer of key points. Attached you will find our feedback
Rail passengers need clearer rights and the ability to enforce them, especially when they purchase tickets on independent platforms. For third party ticket vendors, customer trust is fundamental. To achieve it, we invest in creating the best possible user experience.
The Danish Public Authorities fully support the attached statement from UITP regarding this initiative. We agree that it should be easier to travel cross border by rail and support initiatives that can support this. However, it is pivotal that the interest of regional and local transport, which represents the vast majority of public transport, is not impaired due to this initiative. Which we can fear.
The transport sector is responsible for more than 30 % of domestic greenhouse gas emissions in France. For more than a decade, the development of multimodal information and ticketing services has been presented as a solution to promote less carbon travel. The train is one of the central links in the emergence of decarbonised service mobility, in particular by replacing air travel across borders.

BT4Europe response to the Targeted revision of Regulation (EU) 201/782 on rail passengers rights and obligations. BT4Europe appreciates the Commissions initiative to update and strengthen Rail passenger rights when travelling cross-border, long-distance within the EU.
The willingness of (potential) passengers to travel by rail is compromised by fears that, in the event of disruption, they may not be able to get to their final destination at the earliest available opportunity without paying additional charges. This seriously undermines passengers trust.

The Federation of German Consumer Organizations (vzbv) considers the lack of availability of through tickets to be a major problem for travelers. The obligation to offer through tickets is necessary for both international travel and domestic long-distance travel. A detailed statement can be found in the attached PDF.
The railway undertakings organised in the VDV work on a daily basis to ensure that railways in Germany are as attractive and reliable as possible. Mutual distribution between railway undertakings in regional public transport services was decided several years ago and has been implemented since then.

UITP and its members work towards ensuring that rail services in Europe are attractive and reliable, and that passengers are informed and assisted adequately when traveling. We would first like to underline that train punctuality and level of service can be improved first and foremost by modernising and improving rail infrastructure, and by attracting new workforce.
We very much welcome the initiative, as the requirements for information obligations in connection with through tickets are currently unclear. Clarification is necessary to ensure that any disadvantages regarding the use of passenger rights are transparent and to reduce the potential for conflict in this respect.

Educational institutions across our seven market countries continue to place into their policies that flying is not an option when planning their study trips due to climate concerns. The main deficit of Regulation (EU) 2021/782 is that the problem of contract segmentation has not been resolved. In practice, railway undertakings do not comply with the obligation to ‘make reasonable efforts to offer through-tickets and to cooperate to that end’ (Article 12 (1)).

The Federal Transport and Transport Division, WKÖ, of course recognises that passenger rights should provide effective protection. However, they must be proportionate and not impose undue burdens on businesses. However, the Commission’s current proposal to impose pass-through sticks raises concerns.

The European Commission’s initiative is very important, as the lack of passenger rights for many rail journeys, due to the lack of through-tickets, is a major reason for the lack of attractiveness of rail transport for cross-border journeys. Railway undertakings currently offer limited passages. In addition, Article 12 of Regulation (EU) 2021/782 on through-tickets leaves too much flexibility.

Not only does the European Commission’s action plan to promote long-distance and cross-border passenger transport show that the current legal situation is extremely unsatisfactory, as companies only protect passengers if they are obliged to do so. In order to encourage as many passengers as possible to switch to cross-border rail travel, the risk of missed connecting means must be fully protected.
