Our micro-enterprise (four self-employed entrepreneurs – no employees) is increasing the number of vegetables, flowers and herbs. We sell the seeds via organic retail to final consumers, via web shops and also to gardeners in the region. The preservation of crop diversity is a very important concern for us. More than 150 different plants grow in our 4.000 m² garden each year.

The aim of the gene blade is to list, network and make visible initiatives and organisations on old and rare vegetable varieties in Baden-Württemberg. We welcomed the evaluation of the Plant Health Regulation on plant passport (Article 79). Many of us commented on this in 2021. During the evaluation, a petition was made against the obligation to report to diversity stakeholders.

I have been running a small fruit farm for 25 years, on which I cultivate a wide variety of historical fruit varieties, including 400 apple varieties, 70 sweet cherry varieties, 160 pear varieties and 40 plum varieties. Many of the varieties are not available in fruit shops or nurseries.

We welcomed the evaluation of the Plant Health Regulation in the field of plant passports (Article 79). Many of us commented on this in 2021. During the evaluation, a petition was launched against the reporting obligation for stakeholders in diversity. Good day, the heavy burden of formalities and obligations (notification, traceability, lists, eradication, etc.) unnecessarily complicates the full day-to-day life of micro-enterprises, which make a valuable contribution to maintaining agro-biodiversity. Unnecessary, as the functioning of micro-enterprises entails low risk factors for the spread of diseases and pests.

Plantum, the Dutch association representing companies active in breeding, propagation, cultivation, and marketing of seeds and young plants, welcomes the opportunity to contribute to the public consultation on the targeted amendment of the Plant Health Regulation (EU) 2016/2031. Plantum represents over 300 companies involved in seeds and young plants, boasting an export volume of 4 billion euros in 2022.

I see a great risk that our regional diversity will diminish as a result of further constraints on private owners and conservation organisations. As a conservation organisation, we will be affected by the introduction of a plant passport, as well as other requirements under Article 79 of the Plant Passport, in such a way that we must stop our voluntary work.

Response from the Flower Auctions Association (Vereniging van Bloemenveilingen Nederland, VBN) to the Commissions public consultation on the review proposal for the Plant Health Regulation Aalsmeer, 21 December 2023 VBN represents the interface between the producers of ornamental plants and flowers, and the trade therein. The auctions are cooperatives, owned by the producers.

As Arche Noah, we have been conserving and dynamically managing crop diversity since 1990. Today we have the responsibility to manage one of Europes biggest private collections of cultivated plants, maintaining about 5,500 accessions of mostly crops and crop wild relatives. As our primary aim is to conserve plant genetic resources, plant health is in our utmost interest.
