Options for support for R&D of dual-use technologies

Currently challenging at the level of individual researchers is the identification of what falls under dual-use, such as is the case for certain AI systems and applications. Indeed, as the white paper states, this is connected with the definition of dual-use and also with assessing the potential at the present moment but also assessing future potential dual-uses.

I am submitting feedback in the attached file on behalf of the Civil Engagement Group of the Senate of Ireland. The Civil Engagement Group is a technical group of progessive Senators. Senator Higgins and Senator Ruane are both university Senators -- elected by graduates of the National University of Ireland and the University of Dublin respectively.

Dear Sir/ Madam, Please, these are troubling times wherein we can feel rushed to make decisions rashly that feel imperative. My colleagues and I who have considered the matter find this to be at best an awful, frightening mistake.

The Labour Party is opposed to changes to Horizon Europe and FP10 that would lead to increased dual use research for military purposes. The European Union should be focused on civil applications from scientific research. We are concerned at the increasing militarisation of the European Union and endorse keeping the funds separate.

I'm writing to express disagreement and huge concern on the White Paper "on options for enhancing support for research and development involving technologies with dual-use potential". This disagreement applies to both the corrent funding framework program Horizon Europe and to the next Framework Program 10.

In the context of this consultation, the European Womens Lobby (EWL) wishes to express its concern on the tendency of the EU to move towards a military/security approach. The EWL highlights that UN Resolution 1325 on Women, Peace and Security will mark its 25th anniversary in 2025. This Resolution acknowledges that women are agents of peace and reconciliation.

As an academic and docent in European Studies, I strongly oppose any proposal that further opens Horizon Europe funds to military applications, even under the guise of dual-use. All three paths proposed in the white paper deviate from the proclaimed European Union values and goals.

Further debate is necessary Neth-ER believes in general that the White Paper doesnt provide enough information to make an conclusive choice about the given options. Further discussion and conversation on the topic of dual use in the Framework Programme (FP) is highly needed, and should be held together with all relevant stakeholders of Horizon Europe.

The Ministry of Higher Education, Science and Innovation (Slovenia) welcomes the efforts of the European Commission in finding synergies and optimizing various types of EU support intended to encourage and strengthen research and development of technologies with dual-use potential.

The CEA, a major player in civil and military research and technology transfer, is closely considering any developments in the regulatory framework for dual technologies. Response from the Swiss National Science Foundation: Option 1 offers an effective method for harnessing dual-use technologies through the current framework and immediate application of existing initiatives. A mechanism for identifying research of potential military value could further mobilize funding and support for projects in critical areas, enhancing both civilian and defense capabilities.

As a computer science researcher I am very concerned about dual use technologies. They would be acceptable if the goal would be European self defense, but in practice European military technologies are sold to countries, such as Israel or Saudi Arabia, with a long history of war, violence and human right violations.

Here attached is the feedback provided on behalf of the Aerospace, Security and Defence Industries Association of Europe (ASD) . We welcome the Commission's white paper on EU support to R&D for technologies with dual-use potential. It is a complex but important issue, which is of particular relevance to our industries given the inherently dual civil-military nature of a lot of our technologies.

Combining civilian and military research within the same funding instruments risks involving universities and other research-active institutions in geopolitical tensions. The independence or researchers, or at least the perception of their independence, will be degraded by association with defence applications.

To improve the synergies between the civil and military R&D, the proposed White Paper outlines three possible approaches: (1) strengthening and advancing the current framework; (2) removing the exclusive focus on civil applications in selected parts of the successor programme to Horizon Europe; and (3) creating an instrument with a focus on dual-use research and development.

The 3 Options do not offer a genuinely free choice; all tend towards opening up and strengthening the transfer of research and technology towards military ends. As a university teacher, a past researcher developing innovative technologies over many decades, and recent participant in EU-funded research projects, I am horrified to see the push to divert civilian innovative technologies to military ends.

I am against any form of integration between civil and military R&D within the EU, so I do not support any of the options as they all further advance an agenda of integration to a lesser or greater extent. Why is there no Option 0, no change? I support no change. I am neutral and my country is neutral. Why is neutrality not being considered?

Academic freedom is the bedrock of Universities, funding relationships with the defense industry are a potential threat to that freedom, both at an institutional and an individual level. The proposed changes reflect what many already perceive as move toward an increasingly militarized EU.

The BDI supports the European Commission’s initiative to promote potentially dual-use technologies more effectively. It is a good step to strengthen synergies between civil and non-civil research. The aim must be to generate and strengthen the spill-over effects of defence and dual-use research for the civilian domain and, on the other hand, those from civil research for defence.

I advocate for a separation between civil and military/defence use in science. I think it's important for a researcher to know transparently if he/she is working for societal/civil projects or for military scopes. So then, the researcher is able to choose if he/she wants work for military projects. It's a matter of transparency.

GMV very much welcomes this open consultation on R&D funding for dual-use technologies and provides its feedback in enclosed document. As conclusion, GMV considers that Option 2, although not immediate, seems to be the most flexible and beneficial although it requires many adaptations, not only at the level of the European Commission (EC), but also at the level of the Member States (MS).

Contribution from the Austrian Federal Ministry of Finance (BMF): Our feedback represents views at technical but not at political level, to support the European Commission in reflecting on the three dual-use options presented in the White Paper. Our response to the each of the three options is as follows: Option 1: We welcome this option to go further based on the current set-up.

Special mobility dual use technologies such as Ice Breakers (ships) should be considered for financial support. This to enable environmentally optimized open water merchant fleets to be able to operate in the ice clad waters of the Baltic Sea also during winter time. Eg. sustaining mobility for minerals, clean energy and green technology industries etc of the EU north.

First of all, a negative opinion is given in 2, which would reduce the budget for civil research and create huge confusion as to the rules to be followed (confidentiality, IPR, security,) and even loption 3. The Paul Scherrer Institut (PSI) strongly supports Option 1 for the following reasons: Option 3, creating a dedicated instrument with a specific focus on R&D with dual-use potential, will add more complexity to the already complicated European R&D environment.

There are a large number of common applications in both worlds, such as in the areas of safety, health or communications. It would be logical to support these activities without any hindrance. Much more by addressing the current geopolitical situation where other countries take advantage of the latest technologies in both worlds.

Several technologies are already indistinguishable between civilian and military applications, with AI and (autonomous) drones mutually reinforcing themselves in the civilian and military fields. Both military and civilian applications will have a major impact on the lives of European citizens whether we like it or not.

I am commenting in my capacity as the CEO of Global Quantum Intelligence, the leading expert association on quantum technologies such as quantum computing, quantum sensing and quantum networking. We believe the dual use nature of quantum tech to be one of the most pressing, strategic concerns in the field.

It is important to talk on this subject, as some new technologies can optimize the processes in the army. Currently, we have parallel systems for the development of solutions and technologies for civilian and military purposes. And the EC worked in a way to share the budget among these funding instruments.

Option 1, building upon the current set-up, demonstrates a pragmatic and incremental approach to addressing the challenges and opportunities associated with dual-use technologies. Here are some key reasons why I endorse this option: Preservation of Research Continuity: Option 1 allows researchers to build upon existing frameworks, policies, and procedures, ensuring the continuity of ongoing projects.

Firstly, Let me start congratulating on the content of the white paper. It is well structured and straight-forward oriented with final conclusiones containing very concrete recommendation on possible way forward for dual use R&D support and synergies.
