Integrated farm statistics for the period 2030-2039

Filière Cheval-UNIC is the umbrella organisation of the main equine activities developed in France such as activities related to breeding and local breed, equestrian (sport and leisure) and horse racing. For stakeholders in the sector, this upcoming regulation represents an opportunity to reintegrate equines into the list of livestock variables to be collected by Member States.

The German Farmers’ Association (DBV) thanks the European Commission for the opportunity to submit an opinion in the context of the Call for Evidence on the further development of EU Integrated Farm Statistics (2030-2039) and Regulation (EU) 2018/1091. I. Introductory comments, Regulation (EU) 2018/1091 provides the legal basis for the surveys in 2020, 2023 and 2026.

We welcome the recognition that EU action is therefore necessary to obtain comparable information about EU agriculture. This is particularly important for animal health data, which remains underrepresented despite its central role in sustainable farming, food safety, and animal welfare.

The EEF European Equestrian Federation is a federation of federations, a representative democracy, and is the umbrella organisation for its members, 40 national Equestrian Sport Federations, and 9 associate members. EEF is also the official European Regional Group entity within the FEI - Federation Equestre Internationale. EEF works to maximize the potential and development of equestrianism throughout the continent.

The FITE gathers 23 National Equestrian Tourism Organisations (NETOs) within the European Union but also outside Europe: in Canada, China, Some of the NETOs are national sport federations such as Germany, Spain or France. The FITE aims to represent the NETOs, to coordinate their action and contribute to the development of all tourism activities linked to the use of horses.

The French Equestrian Federation (FFE) is the French sport federation for equestrian sports. In France, 6 000 equestrian centres come under the agricultural sector and represent more than 35 000 jobs. Through its contribution, the FFE wishes to draw the Commissions attention to the significant long-term risk of losing knowledge and monitoring of equines within the European Union if they are not reintroduced into…

The European Horse Network (EHN), which brings together 34 organisations representing all equine activities across Europe, welcomes the call for contributions launched by the European Commission. For stakeholders in the sector, this upcoming regulation represents an opportunity to reintegrate equines into the list of livestock variables to be collected by Member States.

The French Horse and Riding Institute (IFCE) is the public operator serving the equine sector. Its activities extend across the entire French territory for the benefit of equine-related activities, local authorities, the State, and all stakeholders concerned with horses and riding. IFCE is recognized as the technical reference institute supporting the actors of the equine sector.

EU rules on compiling integrated farm statistics state that EU countries have to carry out farm surveys in 2020, 2023 and 2026. However, there are no provisions for investigations to be carried out beyond 2026. It is therefore necessary to amend the legislation in order to plan farm surveys in the period 2030-2039, in particular on organic and non-organic.

IFOAM Organics Europe is the European umbrella organisation for organic food and farming. With almost 200 members in 34 European countries, our work spans the entire organic food chain and is based on the principles of organic agriculture: health, ecology, fairness and care.

According to the EU 2023/2745 Regulation, agricultural statistics on milk should be more accurately estimated and harmonised. The estimation models are to be applied by 2030. For a more accurate estimate between reported milk in dairies and milk produced, the number of direct milk marketers and their production is decisive. This has not been collected in Germany since the end of the 2015 milk quota.

Animal welfare has become increasingly important to European citizens (see Eurobarometer "Attitudes of EU citizens towards Animal Welfare") and research studies regularly reveal animal welfare problems. As a response, regulations have been sharpened and an animal welfare support measure ("Payment for animal welfare", code 14) introduced to the Rural Development Programme (RDP) in the programming period 2014-2022.
