Molecules such as hydrogen, oxygen or nitrogen are necessary to the development of a net-zero industry and clean mobility, as well as to support the growth of EUs semiconductor production.

The Commission’s initiative to reduce EU Member States’ dependencies in this area is to be welcomed. However, the implementation of the project raises questions: What are the chances of transposition in the Member States, in particular the very short deadlines.

The Danish Trade Union Confederation (FH) appreciates this opportunity to provide feedback related to the proposal for a regulation regarding a Net-Zero Industry Act. FH would like reiterate that we support the green ambitions of the European Commission. And in line with this we do also support the ambitious goals listed in the European Commissions proposal for a Net-Zero Industry Act.

We understand the objectives of the Net Zero Industry Act (NZIA) as a reply to the Inflation Reduction Act (IRA) proposed by the federal government of the United States and setting the framework for clean technologies, promoting the decarbonisation of industry and in particular energy intensive industries.

Nucleareurope fully supports the 2050 climate neutrality target set by the European Climate Law Regulation in 2021 and the other initiatives such as the Net-Zero Industry Act (NZIA) which aim at helping to achieve this goal.

Overall, we welcome this proposal as an important 1st step to develop manufacturing capabilities, key to achieve the net zero targets and build a robust economy. However, the proposal is perceived as a list of intentions, with no clear guidance on how Member States (MS) will enforce these measures (e.g., increase administrative capacity).

The Offshore Wind Foundations Alliance (OWFA) fully endorses the EUs ambitions set in the Net Zero Industry Act and welcomes its focus on offshore renewable energies. The three Dutch DSOs Alliander, Enexis and Stedin (AES) have taken a joint position on the Green Deal Industrial Plan (GDIP), including the Net Zero Industry Act (NZIA). We appreciate the fact that the European Commission recognises the importance of grids. However, we fear the objective to speed up the establishment of net-zero technology manufacturing cannot be achieved without more support for grids.

WWF supports efforts to boost the European manufacturing of clean technologies and the development of skills in those sectors - such as renewables, batteries, heat pumps and renewable hydrogen for targeted sectors - in order for the EU to achieve its 2030 climate targets and accelerate the transition towards climate neutrality.

Achieving the 70 % SAF blending requirement in the ReFuelEU Regulation in 2050 requires the creation of significant production capacities for both biogenic SAFs and electricity-based SAFs in the EU. This is not least necessary to maintain the EU’s technological leadership and limit dependence on imports. The market upscaling for SAF is currently delayed and calls into question the accessibility of the quotas set.

The Polish Electricity Association (PKEE) draws attention that NZIA does not address challenges for energy-intensive industries beyond increasing CO2 storage capacity and may also cause an excessive burden on the economies of countries. If it is wrongly designed, it will become an obstacle and not a help in real investment activities.

Bringing together more than 250 organisations from 32 countries, it is Europe's largest energy research community.

To achieve carbon neutrality, the European industry needs to reduce its dependency on fossil fuels. These are used mostly in the energy sector but, given the electrification of transport, these chemicals will be increasingly used for the production of plastics.

In our opinion, there are reasonable doubts that the Net Zero Industry Act will become a milestone for strengthening the competitiveness of EU industry. First of all, it should be pointed out that it does not fully take into account the perspective of industry. Regulations in the main focus on capital spending, leaving out incentives to reduce day-to-day operating expenses.

Enagás welcomes the Commission initiative to upscale the Union industrial capabilities amid the complexities and opportunities of increasing global industrial competition. At the same time, it should ensure a sustained cost reduction for key technologies as a central condition for the continent to effectively transform its value chains and remain competitive.

To be successful, the NZIA must be fully consistent with the Green Deals objectives and the Fit for 55 package and ensure that no technology that is crucial to reach the EUs climate objectives is left behind, especially where the US IRA targets this technology. Consistency should also be ensured with other transversal regulatory initiatives, such as the Temporary Crisis and Transition Framework.

Minviro supports the EC Net Zero Industry Act proposal. We believe there should be clearer communication related to the quantification methodology used to certify/ validate the net-zero target of the technologies promoted in the Act. The Net Zero Industry Act (NZIA) has good intentions, but it is not a gamechanger for the EU in the competition of locations. Faster, more innovation-friendly this sounds good. But not enough attention is given to industry as such. Regarding net-zero technologies (NZT) only, chemicals are essential to green technologies, e.g. for wind farms, photovoltaics, electric drives or future-oriented bio-based products.

We do believe that the Net-Zero Industry Act is an important first step in stimulating the investments needed to transition the entire economy to net-zero industry. However, we consider that in many of its approaches the proposal is too modest to achieve the objective of accelerating the transformation towards a net-zero industry.

The NZIA regulation as proposed by the Commission sets a scale of values for the net zero technologies and thus runs counter to the founding principle of technology neutrality. In view of the climate issue, the GIFEN would like to reiterate that nuclear energy is the leading low-carbon energy source in the European Union and represents about 25% of electricity production.

Summary Overall, the Confederation of Swedish Enterprise welcomes the European Commission's initiative to improve the investment conditions for certain green technologies within the European Union. The green transition is being challenged by high energy prices in Europe as well as ongoing lengthy and unpredictable permit processes.

Zero-emission vehicles and their supporting technologies should be considered as part of the Clean Tech sector and included in the Strategic Net Zero Technologies list. We also recommend a more flexible approach to including downstream industries in the scope of the regulation to secure economic opportunities for supported upstream industries like cell manufacturing.

The WKÖ welcomes this initiative. From the proposal, a clear paradigm shift of the Commission can be seen - away from a primarily regulation-driven policy of green change towards a green industrial policy that carries a business-friendly note in terms of location and competition policy. The EC is thus taking a long overdue step towards a coherent, effective, and targeted European industrial policy.

In our view, the proposal focuses primarily on "net-zero technologies manufacturing". It fails to recognize that energy-intensive sectors provide essential primary products and raw materials for the manufacturing of the addressed strategic climate-neutral technologies.

In the face of growing international competition in green technology, the launch of the Green Deal Industrial Plan (GDIP) is welcome. By focusing on the regulatory environment for clean technologies, financing, skills and trade, the GDIP is a building block towards an ambitious green industrial policy at the EU level.

The European Semiconductor Industry Association (ESIA) welcomes the Net Zero Industry Act and its goal to simplify the regulatory framework and improve the investment environment for net-zero technologies. ESIA fully supports the transition to a climate neutral, clean economy, and the corresponding redesign of the EUs energy system.

The NZIA Net Zero Indutry Act is a welcome and necessary response to protectionist policies adopted by major competing powers in the European Union, and in particular to the US inflation Reduction Act. However, this text, which aims to support the location of strategic value chains for decarbonisation in the EU, has a number of limitations.
