As the EU Commission rightfully recognized that the 2014 MID was unfit for keeping up with the technological progress that occurred since 2014 and thus, we welcomed the proposal of the targeted amendment (COM(2024) 561 final) targeted technical amendment of the Measuring Instruments Directive 2014/32/EU (the MID). Proposing to cover measuring instruments for electric vehicle supply equipment.

EDF welcomes this public consultation on the evaluation of the Measuring Instruments Directive (MID), Directive 2014/32/EU. While the overall objective of the text makes sense, its scope is no longer fit for purpose. Indeed, we believe that the 2014 Directive should be adapted to the technological progress which have been made since then, as foreseen under the current technical update parallel to this consultation.

Complementing the Elia Group position, Elia Transmission Belgium recommends that the Commission investigates the possibility to have lower accuracy classes in the MID dedicated to low power behind-the-meter assets.

Elia Group, encompassing electricity TSOs Elia (Belgium) and 50Hertz (Germany), welcomes the Commissions proposal to evaluate the Measurement Instrument Directive (MID), recognising its strategic importance in supporting the EUs energy transition, digitalisation, and consumer empowerment objectives.

We consider that Directive 2014/32/EU needs to be modernised to take account of the development of modern technological solutions. A specific example is point 10.4 of Annex I to the Directive, which provides that, for direct sales transactions, a measuring instrument must be designed in such a way that, when installed as intended, it presents the measurement results to both parties to the transaction.

Our feedback is based on the consideration that the revision proposal COM(2024)561 of the measuring instrument directive ("targeted amendments") to adapt them to current markets and technological needs and consequently to avoid national regulations which acts against a well-functioning single market reaches completion.

The Association of Dutch water companies (Vewin) has read the questions from the European Commission regarding Directive 2014/32/EU regarding the Measuring Instruments Directive carefully. Vewin would like to react to this call for evidence, because the measuring instruments used by the Dutch drinking water companies would legally fall under the scope of this Directive.

An open market for energy meters lowers barriers, strengthens economic trade, promotes competition and stimulates innovation. The current situation, with national additions to the Measuring Instruments Directive (MID), is counterproductive in this regard. A Europe-wide standard is required to strengthen the EU's internal market, reduce costs, and ultimately strengthen the competitive position of EU-based companies.

Note on Evaluation of MID AQUA Contribution On 6 October 2025, AQUA presented its position on the revision of the Measuring Instruments Directive (MID 2014/32/EU). Key messages: AQUA welcomes the targeted amendment to integrate cooling meters into the scope of MID. However, AQUA raises concerns about extending Article 10.6 to smart metering systems.

We thank you for the opportunity to comment on the MID and the NAWID. In our opinion, coherence is crucial. We think there should be only one EU directive on metrology to strengthen the coherence. The MID and the NAWID should be combined. Consequently, we submit the same comment both in the MID and in the NAWID call for evidence.
