The opioid crisis has become a major issue for European public health and safety, at global level and more recently at European level. In 2020, the number of people who died as a result of an overdose of opioids had never been higher. At European level, over the last decade, the number of admissions and deaths per dopioid overdose has increased threefold.

ECSA represents 21 national shipowners associations based in the EU and Norway. European shipowners control 39.5% of the global commercial fleet, contribute 149 billion euros per year to the EU GDP and provide 2 million Europeans with careers both on board and ashore. ECSA strives for a regulatory environment that fosters the international competitiveness of European shipping, to the benefit of the EU.

As Danish Shipping represents member companies operating in global maritime shipping, we strongly support EUs efforts in addressing the challenges created by drugs trafficking. However, due to the complex issue of these challenges, it is important to coordinate across EUs various initiatives.
Founded in 1978, San Patrignano is one of Europe's largest therapeutic communities, welcoming youngsters and adults with SUD. San Patrignano does not accept money from its residents or their families: 65% of the funds necessary to run SP come from the communitys activities, following a principle of autonomy and social entrepreneurship.
WFAD is an umbrella organisation, based in Sweden, with European and International membership. With 425 member organisations in 69 countries our common aims are to strengthen prevention, increase access to treatment and promote recovery. WFAD places particular emphasis on the rights and needs of women and children in our field.
EURAD is a European drug policy network that advocates for evidence-based prevention, treatment, and recovery in European drug policy. We welcome the opportunity to provide feedback on the implementation of the EU Drugs Action Plan 2021-2025.
