INSPIRE: The European Centre on Inclusive Gender Equality in Research and Innovation https://www.inspirequality.eu/ stresses the importance of embedding inclusive gender equality from an intersectional persepctive into the ERA Act. For research to be excellent it must be inclusive.

Gender equality has been a policy focus of higher education in Ireland for over 10 years. Early-Career Researchers at the Core of ERA Reform As representatives of the German Postdoc Network (GPN), we voice the interests of early-career researchers (R2 and early R3) across diverse fields in Germany. While we support the overall aims of the ERA Act, we note that critical areas currently lack both clarity and ambition.

Statement on Academic Freedom and Autonomy in the European HEI Sector In alignment with Section 13 of the ERA Act and the strategic objectives outlined in the EU Competitiveness Compass, we affirm that academic freedom and institutional autonomy are foundational pillars of a resilient, innovative, and globally competitive European Higher Education and Research (HEI) sector.

We welcome legislative action to address challenges in the ERA that cannot be resolved through policy measures alone. We also propose measures to streamline implementation. 1) 3% R&D target. Standardization is one of the Knowledge Valorisation channels identified by the K.V. Principles. It is complementary and compatible with all the other channels. However, it is not fully used by researchers, basically due to the lack of tradition and incentives. This activity is not recognized in their career evaluations, and currently it is barely required in funding tools like Horizon Europe.

The University Medical Center Groningen (UMCG) welcomes the European Commissions initiative to prepare a legislative proposal for an ERA Act. With regard to the Call for Evidence: R&D investment target: UMCG supports achieving the 3% R&D investment target but emphasizes that this must not come at the expense of basic or clinical research, nor result in disproportionate emphasis on defense-related R&D.

Researchers are still often obliged to publish in paywalled journals, as legal uncertainties and institutional barriers hold them back from making their work available in open repositories. This continues to hinder access to the latest research, stifling innovation and progress across Europe.

Many measures are still needed to implement the European Research Area. Such as: -EU-level regulation on the freedom of research and science, to which the freedom of education and the arts should also be linked -EU research funds must be used responsibly, for example on the basis of the rule of law. The Commission's proposal for the EU's multiannual budget 2028-34 (MFF) is in the right direction here.

The European Polar Board (EPB) contributes evidence to the ECs work to strengthen the ERA. As an independent organisation bringing together 31 members from 22 countries, including research institutions, ministries, funders, and operators, we see the ERA Act as an opportunity to help research and innovation meet Europes greatest challenges.

As demography urges, Europe should focus on young researchers, especially PhDs. Europe should support extensively the attraction of young talents from outside Europe that our industry and research sectors desperately need. Visas should be provided smoothly especially (but not only) for PhDs in Europe.

As a former MP and minister, I have seen first-hand how policy rises or falls on the strength of its evidence base. I believe that Europe does not lack research but what it lacks the sustained engagement between the research community and decision-makers that turns evidence into action. From: IDA Ireland IDA Ireland supports the European Commissions proposed binding ERA Act, viewing it as key to strengthening Europes research and innovation ecosystem through greater investment, coordination, and mobility. As Ireland builds a competitive, innovation-based economy, we see the ERA Act as essential for collaboration, talent development, and commercialisation across the EU.

A vital point of attention is access to high-quality data. Administrative data in particular, should be easily accessible to researchers. This allows for evidence-based policy preparation and evaluation, something that should be structurally engrained. Further harmonization of data and procedures within the EU is also important in this regard.

The general impetus is highly relevant, given the threats to science, and to EU academia in particular, posed by political crises, fake news and political instrumentalisation. However, the second aim sounds as it is now problematic: 'Better alignment of investments and policies'.

I provide our current initiative under ongoing research on studying the difference in blood pressure between the two arms as a new risk factor to be taken into account in assessing the cardiovascular risk of patients, both in primary and secondary prevention.
