We need explicit inclusion of European Reference Networks (ERNs) in the ECF. The establishment of European reference network has been a game changer in the evaluation and care of patients with rare diseases. As a neurologist working in Italy and an active member of the European Reference Network (ERN) on rare vascular diseases, I would like to express my deep concern about the absence of a dedicated health budget and the lack of explicit mention of ERNs in the proposed European Competitiveness Fund.

The EU is currently facing an annual shortfall of 400 billion euro in climate investments. We cannot afford to sideline local communities from contributing to the climate effort. In fact, prosumers (individually or as communities) could provide up to 60% of the EU's electricity demand by 2050, based on a 2022 report by the European Environment Agency.
At times where public funding is by nature a scarce commodity, we advocate for the EU budget to focus on mobilisation of additional private investments. The onus should be on areas where public intervention can incentivise private investors to commit capital to long-term EU projects that have a high impact value for the EU economy.
The Conference of Peripheral Maritime Regions (CPMR) has reviewed the European Commission's proposals on EU funds for enhancing competitiveness. While CPMR acknowledges the importance of boosting competitiveness, it raises concerns about the frameworks impact on the EUs territorial development.

We urge the European Commission to establish a ringfenced, standalone health budget that reflects the strategic importance of health to Europe's future. When health is subsumed under innovation or other thematic umbrellas, it risks being deprioritised in favour of technological or economic objectives that may not align with the urgent needs of patients, healthcare systems, and public health.
UITP welcomes the ECF proposal and urges the EU to prioritise public transport as a pillar of competitiveness, decarbonisation, and social inclusion. The ECF should support innovation, R&D, and deployment in public transportnetworks, fleets, digital systems, and multimodal hubs. Dedicated funding is needed for clean transition, automation, and resilient infrastructure.

The European Dairy Association welcomes the opportunity to contribute to this consultation and would like to raise a specific concern regarding the use of revenues generated from the EU Emissions Trading System (ETS1) and the Carbon Border Adjustment Mechanism (CBAM). According to recent information on the Multiannual Financial Framework (MFF), 30% of ETS1 revenues and 75% of CBAM revenues will go to the EU budget.
We appreciate that Medical Devices are explicitly included in the Competitiveness Fund, as part of a wellfunded dedicated priority focus on health and bioeconomy, as well as the specific attention to digital technologies and the circular economy.
Neth-ER welcomes the European Commissions proposal to increase the budget for the next framework programme to 175 billion. This marks a significant step in the right direction. Neth-ER stresses that a solid doubling of the budget taking into account inflation and current prices is necessary to achieve all the ambitions outlined in the Draghi, Heitor and Letta reports.
