EU Emissions Trading System - update of neighbouring container transhipment ports

The Port Authority of Valencia welcomes the opportunity to provide comments on the proposed update of the list of neighbouring container transhipment ports amending Implementing Regulation (EU) 2023/2297. The Port Authority of Valencia fully supports the European Union's climate ambitions and the inclusion of maritime transport within the EU Emissions Trading System.

The Malta Sociological Association (MSA) notes the proposed update to the list of neighbouring container transhipment ports under the EU Emissions Trading System (ETS) and supports measures that safeguard the environmental integrity of the ETS while ensuring fair competition across the maritime sector.

As verifier for MRV, I would very much appreciate if this regulation, same as for FuelEU, would enter force at the end of a reporting year and not randomly within a reporting period ("This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.") as due to the vast complications this has on -what is a voyage -how will redistribution work…

ESPO Feedback EU Emissions Trading System (ETS) – Update to the List of Neighbouring Container Transhipment Ports The European Sea Ports Organisation (ESPO) welcomes the Commission’s proposal to expand the list of neighbouring container transhipment ports by adding Abu Qir and Damietta alongside Tanger Med and East Port Said.

PSA acknowledges the European Commissions efforts to take the concerns of private port terminal operators into account in its review of ETS Maritime. Specifically, PSA appreciates the measures and adjustments the Commission has made to prevent so-called carbon leakage, best defined as the loss of business for EU ports caused by shipping lines redirecting transshipment volumes to non-EU ports to avoid ETS duties.

The European Dockworkers Council (EDC) welcomes the inclusion of two new ports on the list of of neighboring transhipment ports. However, EDC considers that the current proposal remains insufficient to prevent traffic leakage to ports outside the EU in the context of the EU ETS for maritime transport and FuelEU Maritime.

Transport & Environment (T&E) welcomes the European Commissions consultation on the update to the list of neighbouring container transhipment ports under the EU Emissions Trading System (ETS) for maritime transport, and supports the extension of this list to include Damietta and Abu Qir. Our position and arguments in favor of this inclusion are further explained in the document attached.

Dear Members, we attach the comments of this Port Authority to this revised list. We welcome the inclusion of two new ports on the list, although in the first list we identified Turkish ports, which, in compliance with the conditions of exceeding 65 % transhipment, were not included, and we are now aware that no UK port has embarked on the list.
