Postal services are vital infrastructure connecting citizens, businesses, and governments across Europe. However, a structural imbalance has Emerged: traditional letter volumes are declining, while parcel traffic surges due to e-commerce growth. The current EU postal regulations, including the Postal Services Directive and the Cross-Border Parcel Regulation, no longer reflects this reality.

Europes postal framework needs to be modernised, not expanded. The upcoming EU Delivery Act should focus on maintaining universal access and ensuring fair competition in the postal sector, without extending its scope to activities that are fundamentally different. A broad revision could unintentionally include on-demand, app-based delivery services that operate under different models, and regulatory frameworks.

As part of the Single Market Strategy adopted in May 2025, a new EU legislation on deliveries will be proposed in the fourth quarter of 2026 to replace the Postal Services Directive and the Regulation on cross-border parcels.

The attached paper sets out the feedback of the Computer & Communications Industry Association (CCIA Europe) to the European Commissions call for evidence on the new EU Delivery Act and the broader reform of EU postal rules. CCIA Europe acknowledges the Commissions efforts to address the postal sectors transformation and the financial pressures stemming from the Universal Service Obligation (USO).

Having in mind the crucial objectives identified in the Call for Evidence for modernisation of the EU postal regulatory framework, ANEC favours policy Option 2 provided our recommendations above are taken into consideration.

As the European Commission considers introducing an EU Delivery Act next year, Wolt welcomes the opportunity to share its views on possible approaches to the revision of the EU postal and parcel delivery framework.

The BdKEP advocates a profound, sovereign restructuring of the European delivery market based on Option 3 (New Scope). This option offers the necessary flexibility to connect physical and digital infrastructures, create fair competitive conditions and secure European control over systemically important networks and standards.

Haypp Group is leading the global shift from smoking to reduced risk alternatives, focusing only on e-commerce and is active in six countries in Europe and the USA. Our response focuses on Problem 4. As the largest e-trader on the Swedish market we want to draw the Commissions attention to the particularities of the Swedish e-trade market and the trade barriers for cross border sales into Sweden.

The Belgian Ombudsman for the Postal sector is also a Belgian ADR entity (Alternative Dispute Resolution, or a qualified entity for handling out-of-court disputes between users and postal service providers). The Ombudsman is an appeals body and can only initiate mediation when the user has first contacted the customer service department of the relevant company.

We are completely supporting the requirements of the Pledge of UNI. We insist that the following requisites should be included in the new EU Delivery Act: 1. Legislators should act in a way to provide legal basis for the further development of the postal networks and rapidly implement the newest posal techologies; 2.

We would like to draw the attention to one problem within the international logistics sector that is pretty much overlooked by the current legal framework and should be included in the initiative: The role of the logistics sector in the import and cross-border delivery of counterfeit products, especially regarding fake sender addresses (FSA).
