Electricity grids are a central component of EU competitiveness. They are crucial to enable the mass uptake of renewables, support the electrification of end uses, and meet the 90% reduction of greenhouse gases by 2040.

Achieving the EUs objective requires an accelerated electrification of end uses, which structurally enhances energy efficiency across the economy. Energy efficiency plays a key role in reducing the EUs reliance on fossil fuels imports, provided it delivers tangible CO2 emissions reductions, particularly in buildings, and supports economic growth.

UPEI, the voice of Europes independent energy and mobility suppliers, has carefully read the call for evidence, published on 19 March 2026, inviting for an input on setting an Energy Efficiency Framework for the decade ahead. Current Primary Energy Factors are production-based, which is inconsistent with policies that empower consumers to influence the energy transition based on their purchasing choices. As the French Transmission System Operator, RTE is a key player in the energy transition and demonstrates in its studies that electrification of demand contributes to decarbonization and to the overall efficiency of the system.

The EU energy efficiency framework is paramount to tackle the multiple challenges the EU is currently facing. From increasing businesses competitiveness to lowering dependency on energy imports, accelerating electrification, mitigating energy poverty, and reducing greenhouse gas emissions, energy efficiency is a non-negotiable part of any long-term transition strategy for the EU energy system.

ANDIMAT, the Spanish Association of Insulation Materials Manufacturers, considers good news that the legal framework after 2030 is reviewed, and welcomes the current Have your say initiative. Firstly, we consider that current legislative framework on construction sector (EED, EPBD and CPR, among others), has been a giant leap in terms of efficiency and decarbonization. However, there is still work to do.

Eurofuel, the European Liquid Heating Fuels Association, welcomes the opportunity to contribute to the European Commissions call for evidence on the future of the EU energy efficiency framework. As Europe moves towards its 2040 climate objectives, energy efficiency policy must evolve in a way that is not only ambitious but also realistic, inclusive, and resilient.

Proposals on behalf of the TESS 1 environmental coalition to restructure the EU’s 2040 climate objective of reducing greenhouse gas emissions by 90 % by 2040 appear to be completely illogical because they follow a non-linear progression (see Annex). We therefore propose that the new directive amend the 2040 target, providing for a 78 % reduction in emissions compared to 1990.

This is confirmed by IEA on global level in the recently published commentary The next wave of LED lighting: Smarter, circular and more efficient.

This initiative represents the ‘strategic evolution’ of the European Union’s climate policy following the Fit for 55 package (Fit for 55), now focused on the 2040 horizon. Unlike the current 2030 framework, this new stage aims to institutionalise the energy efficiency first principle as a driver of industrial competitiveness.
