The International Union for Conservation of Nature (IUCN) acknowledges the European Commissions proposal to simplify the implementation of the Common Agricultural Policy (CAP). IUCN recognises the importance of reducing administrative burdens for farmers and administrations, and underlines that such simplifications should not come at the expense of environmental safeguards and policy coherence.

WWF Spain expresses its deep concern at the European Commission’s proposal to simplify the CAP Strategic Plans, which has been carried out without a transparent consultation process and without an environmental impact assessment.

The French Fair Trade Movement thanks the European Commission for its efforts to simplify the requirements for European farmers. The Southern Region is in favour of simplifying controls with the principle of one control per year and per farm. As underscored in our recent joint letter ahead of this latest CAP simplification package, to act in the best interests of farmers and support them in tackling the biodiversity and climate crises, the European Commission should act to strengthen rather than weaken the CAP legislative framework.

The German Dairy Farmers Association (= Bundesverband Deutscher Milchviehhalter e.V. / BDM) fully recognises the need for the simplification package and considers it essential. The focus, however, must be clearly placed on simplifying administrative procedures. The current intensity of controls must be significantly reduced, and regional conditions must be better taken into account.

While we agree with the need to simplify the bureaucracy that underpins the requirements of the CAP at both institutional and recipient level, we believe that this should not coincide with weakening environmental and social ambitions.

Comments on the CAP SIMPLIFICATION PROPOSAL The Valencian Government appreciates the simplification approach proposed by the European Commission, in particular with regard to the reduction of administrative burdens. In principle, the AbL explicitly supports the European Commission’s ambition to reduce and avoid bureaucratic burdens for farmers. However, the Commission’s proposal again contains a massive reduction in minimum environmental standards for receiving funding (GAECs) in many respects, without compensating them by extending voluntary measures to reward environmental or animal welfare services (eco-schemes).

The European Association for Innovation in Local Development (AEIDL), on behalf of the BEATLES Horizon Europe project, welcomes the opportunity to comment on the proposed simplification of the Common Agricultural Policy (CAP) through Regulation COM(2025) 236 Final.

During the 2024 events, farmers called on the European Commission to reduce the administrative burden of implementing the CAP in order to make its application on the ground simpler and more feasible. From the perspective of the Coalition For Other CAP, we welcome the fact that the Commission proposal establishes that organic farms automatically comply with GAEC 1, 3, 4, 5 and 6, as is already the case for GAEC standard 7. The Federation of Veterinarians of Europe (FVE) welcomes the opportunity to comment on the draft regulation.
