2014-2020 Ex post evaluation of FEAD

The ONCE Social Group would like to provide feedback on the Fund for European Aid to the Most Deprived (FEAD) and its work on assisting EU countries in providing essential support to the most deprived individuals.

Over the past 9 years (2014 2022), the Food Banks in Europe, represented by FEBA, distributed a total of 1,321,000 tonnes of FEAD products. Thus, an average amount of 146,777 tonnes of FEAD products were handled by involved FEBA Members annually.

FEAD is valuable in terms of leveraging and structuring the supplies it provides to food aid associations. Guaranteed over 7 years, it makes it possible to build a comprehensive supply strategy. This fund makes it possible to complement food donation and own purchases that our associations can make to ensure the widest possible range and to respect the choices and needs of the people hosted in our networks.

The Fund for European Aid to the Most Deprived (FEAD) is a landmark of the worst forms of poverty in the EU and promoting social inclusion. The ex-post evaluation will look at the overall performance of FEAD in the period 2014-2020, namely the effectiveness, effectiveness, relevance, EU added value, complementarity and coherence with other funds, strategies and instruments.

Poverty puts inequalities as the social element most affecting civil society. The efforts of the institutions must be maximum in order to never lower attention in Europe, in Italy in every territory. It is not only culture but often system functionality. We live in an era where our children will have concerns that have not had their grandparents, we talk specifically about healthcare and welfare.

We believe that the issue of poverty in general represents a strong separation in a civil society and that all activities aimed at bringing together and making subsidiary society should be put in place. Our association promotes the culture of gift, many of Mutua Soccorso member societies help the most deprived people by providing their own help where or where there is no personal financial resources.

The program is well conceived, but it encounters some difficulties in widespread delivery and in effectively reaching all families. Many Third Sector entities do not know the Fund or the mechanisms to access it, and the opportunities on institutional websites are not always easy to read. Many small associations could join the mechanism and create a widespread network in the area.

The World Roma Federation (WRF) appreciates the opportunity to provide feedback on the Fund for European Aid to the Most Deprived (FEAD) initiative. As an advocate for the rights and welfare of the Roma community, we recognize the importance of FEAD in addressing poverty and promoting social inclusion across the European Union.
